Help Us Pass HMDA Reform Legislation
You’ve likely been reading our publications where we’ve been reporting on some positive legislation that’s been passing the House that addresses real concerns of our members. One such bill is H.R. 2954
, the Home Mortgage Disclosure Adjustment Act. The bill passed the House with bipartisan support in January and is pending in the Senate Banking Committee. This bill amends the Home Mortgage Disclosure Act of 1975 to exempt a depository institution from certain records and disclosure requirements: (1) with respect to closed-end mortgage loans, if the depository institution originated fewer than 1,000 such loans in each of the two preceding years; and (2) with respect to open-end lines of credit, if the depository institution originated fewer than 2,000 such lines of credit in each of the two preceding years. In addition, the bill lessens requirements for depository institutions to itemize and disclose specified mortgage loan data. For many of our members, this would be a significant positive change in reducing or eliminating the HMDA reporting burden. Here’s where you come in...

GBA Signs National Letter to Hatch Praising Credit Union Tax Exempt Status Remarks
A few weeks ago we covered the letter Sen. Orrin Hatch (R-Utah) wrote NCUA Chairman Mark McWatters outlining several concerns with the way the NCUA has expanded the credit union charter beyond its original purpose This week, state bankers associations representing every state in the country sent a joint letter to Sen. Hatch thanking him for questioning the tax-exempt status of Credit Unions and calling for an end to outdated policies. “There is no reason why the largest credit unions, which act and look just like the taxpaying banks they compete with, should be completely free of income taxation,” the letter said. “This creates a market distortion where the tax code effectively subsidizes one financial services entity (the largest credit unions) over another (the smaller community bank).” Read the full letter here. With the Georgia General Assembly passing their halfway point this year, the pace of activity is quickening, so be looking for our weekly Legislative Update we’ll publish Friday after this week’s session adjourns. It’s been a busy week for the GBA Capitol team with several hearings and comments on bills of interest. We’re glad to serve as a resource to our elected officials and appreciate the opportunity to be engaged. We’ve had a number of members ask about Sen. Jesse Stone’s bill, SB 86, that would change the way real estate is handled following foreclosure. Sen. Stone has made several positive changes to the bill and the Senate Judiciary Committee held a long hearing on his latest version this week. Carver State Bank & ACE Awarded $30M in First New Markets Tax Credit from U.S. Treasury
Carver State Bank, Savannah, Bob James, president and CEO, is pleased to announce it and its partner and GBA Associate Member Access to Capital for Entrepreneurs (ACE) have been awarded $30 million in New Markets Tax Credits (NMTC) from the U.S. Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund through Carver Financial Corporation, Carver State Bank’s holding company and affiliated Community Development Entity. This is Carver’s first federal NMTC allocation awarded by the CDFI Fund. It is also the first time any NMTCs have been awarded an entity in Georgia outside of the Atlanta area and the first award to a community bank in Georgia. Former Hall Commissioner to Head Regional SBA
Ashley Bell has been appointed regional director for the Small Business Administration in the Southeast. Bell, a lawyer and former member of the Hall County Board of Commissioners, has held several positions in the Trump administration - most recently as an associate director of the Peace Corps. ABA Insurance Services. This is the 28th consecutive year that the industry’s leading professional liability and bond insurance provider has declared distributions to eligible ABA member banks, bringing the total to $84.3 million in distributions since the program’s inception. Nearly $2,500,000 of that has been shared with Georgia banks. Retirement Savings Tax Credit You May be Missing
GBA Retirement Services pointed us to a recent study revealing that 64 percent of American workers don’t know about a tax credit available to employees contributing to an IRA or employer sponsored retirement plan, such as a 401(k) Plan. The Saver’s Credit is a tax credit in addition to the benefit of tax advantaged savings an employee already receives by utilizing pre-tax contributions in a retirement plan.
