Leadership Thanks and Last-Minute Notes for Annual Meeting
All our bags are being packed--we're ready to go, and bankers are finalizing last-minute plans to attend the 2018 Annual Meeting that starts Sunday in Half Moon Bay, CA. We’ll recognize some new faces among our leadership after the meeting, but we wanted to take this opportunity to thank some bankers who will be completing their service on the GBA Board of Directors at this meeting: Chairman Palmer Proctor, Fidelity Bank, Atlanta, will pass the gavel to American Pride Bank’s John Hall. BSA Reform on the Way
The U.S. House leadership is fast tracking a bill, H.R. 6068, introduced this week by Reps. Steve Pearce (R-N.M.) and Blaine Luetkemeyer (R-Mo) that would triple the dollar threshold for filing currency transaction reports to $30,000 and double the threshold for suspicious activity reports to $10,000. “We’ve been making the case that the unrealistically low thresholds result in tens of thousands of reports being filed and have seen little evidence there’s much value to law enforcement. It’s long past the time for the thresholds to be raised,” said GBA chairman-elect John Hall, American Pride Bank, Macon, who also chairs the GBA Public Affairs Committee. Learn more here…
What’s Effective Today from Reg. Reform Bill
There are 17 provisions of the recent financial services regulatory reform bill (S. 2155) that are now in effect, and four additional provisions will take immediate effect upon certain regulatory confirmations. Some of the provisions effective now include many of the consumer protections in the bill, some mortgage provisions and stress test changes. The HVCRE, reciprocal deposit, exam cycle and Volcker Rule changes will take effect immediately upon necessary regulatory confirmations. Congratulations to Georgia Grads from the Graduate School of Banking at LSU
When it’s time for Georgia bankers to take the next important step in their banking career, they head to The Graduate School of Banking at LSU (GBS). Many of our state’s prominent bank executives and officers are graduates of the school, and we are proud of the Georgia Bankers who just completed their next step recently in Baton Rouge. FHLBank Atlanta Election of Directors

The Federal Home Loan Bank of Atlanta has begun the election to fill certain directorships on its board of directors, including the member directorships for Florida, Georgia and Maryland and one independent directorship. The bank has sent eligible institutions information about nominating candidates from Georgia for the board of directors, including the nomination certificate and the nomination deadline. The term of the directorships to be filled in this election begins on Jan. 1, 2019, and ends on Dec. 31, 2022. More here…
National Forum Spotlight
Mutual Forum in D.C. July 25

The FDIC and OCC are hosting a joint Mutual Forum in Washington, D.C., July 25. Presentations will address topics of interest to the mutual bank industry, including regulatory and supervisory updates. The program will include panels with mutual bankers and senior agency staff. There also will be agency-specific sessions with agency staff. The OCC-specific session, for example, will include a discussion of the implementation of the recently enacted charter flexibility provisions.  Details and registration information...

The Federal Reserve System will host the third-annual Banking and the Economy: A Forum for Minorities in Banking in Charlotte, NC, Sept. 27-28. Bostic Takes Boots on Ground Approach at Atlanta Fed
Raphael Bostic took the reins a year ago as the 15th president of the Atlanta Federal Reserve. During that time, he’s focused on visiting parts of the Sixth District to get a good feel for the varying conditions across the region, he said in an interview in Georgia Trend this month. “It’s interesting to go to the very corners of the district - it’s great talking to business leaders, talking to community folks trying to help build a vibrant economy,” he said. “You can send me a bunch of numbers. I can deal with a spreadsheet, run statistics and all that. That’s great, but it’s just a different understanding when I get a chance to talk to people, hear from them directly and get some concrete descriptions of what’s really going on.” His read on the Georgia economy is that it’s doing pretty well, but he worries economic growth is limited to major metro areas, he said. Has the De Novo Dam Broken?
Recent press reports said there are a number of de novo bank applications in some stage of development in Georgia. And, there are also at least 20 publicly announced de novo bank groups nationwide in the formation process, according to a team of attorneys at GBA Associate Member firm Nelson Mullins. The firm’s Ben Barnhill, Ricky Davis, Neil Grayson and Brennan Ryan have provided an article for GBA outlining the trends they see in the emerging de novo market, including thoughts about capital needed, how it’s being raised and how long the process may take. Better 401(k) Participant Outcomes through Managed Account Solutions
After the plans under the GBA Master Trust transitioned participants into a Managed Account Solution (the “UnifiedPlan”) offered through Unified Trust Company, almost seven of every 10 participants in the Trust are on track to retire successfully with at least 70 percent of their current income. The industry average of participants on track for retirement is only 25 percent. We are proud of this plan statistic and expect it to continue to increase as more plans make design changes for better outcomes. more than half of our member plans implemented design changes such as automatic enrollment and/or automatic annual increases in deferral rates each year. Flood Insurance Workshops for Hart and Lincoln Counties June 28
Using the most current data and the latest modeling and digital mapping technologies, the Georgia Department of Natural Resources (GA DNR) in coordination with FEMA has released preliminary Flood Insurance Rate Maps depicting the current flood risks for portions of Hart and Lincoln Counties. Local officials in Hart and Lincoln Counties have partnered with GA DNR to hold an Insurance Workshop to cover the changes.
