General Assembly Session Wrapping Up
At press time for this issue, the Georgia General Assembly was moving through its final day of the legislative session. Our team has been on site at the Capitol for all of the final day's activity to ensure the industry positions are covered in any last-minute legislative activity. Be on the lookout for a wrap-up Legislative Update once the gavel drops and sine die is declared.

Regulatory Relief Bill Needs to be Passed

GBA joined with our colleagues at the Community Bankers Association of Georgia and the Georgia Credit Union Affiliates sending a joint letter to the Georgia House delegation calling on the U.S. House of Representatives to pass S. 2155, the bipartisan regulatory relief bill recently passed by the Senate. The Senate bill was mostly comprised of previously House-passed bills and would be the first step by Congress making much-needed changes to the Dodd-Frank Act. If you see your member of Congress while they’re home during the district work period, please join us in encouraging them to support the bill. There’s been quite a bit of press interest in the regulatory reform package. The Atlanta Business Chronicle ran an article last week giving an overview of the legislation and outlining the intent to simplify many parts of the Dodd-Frank act for community banks while ensuring appropriate oversight for safety and soundness as well as appropriate consumer protections. Modernizing CRA on Fed’s Mind
Simpler, more efficient and more transparent supervision is an area of focus for the Federal Reserve right now, said Randal Quarles, the Federal Reserve vice chairman for Supervision, during a talk in Atlanta this week. Quarles noted the agency is looking at revising the Community Reinvestment Act regulations and the way the agency examines for CRA compliance. He told the audience at Operation Hope’s Global Forum to expect a formal request for comment in the coming weeks. Advances in technology and other shifts in the industry make the time right for updated approaches, he said. “We continue to study these shifts, and share the common goal of improving the current supervisory and regulatory framework for CRA to further the statute’s core objective of promoting access to credit and financial inclusion.”
Key Items in Government Funding Bill
There are several key banking-related items included in the federal spending bill to fund the government through Sept. 30 signed March 23. SBA 7(a) and 504 loan program caps rise to $29 billion and $7.5 billion, respectively. The CDFI Fund will be fully funded. There’s an increase of 12.5 percent for the low-income housing tax credit allocations for 2018-2021, and an extension of the National Flood Insurance Program through July 31.

When Altamaha Bank & Trust Company’s Brian Frederick began his banking career 25 years ago, he figured out quickly that he would need a good mentor to give him direction and advice if he wanted to be successful. Passing of Legend - Zell Miller
We join his family, friends and other Georgians who mourn the passing of Zell Miller last week after a long battle with Parkinson’s Disease. A fixture in Georgia political circles for decades, Miller was best known for his love of his family, the mountain communities of north Georgia and the hard working families he fought for his entire life. Over 1.8 million Georgians have benefitted from his HOPE scholarship vision. “Georgia bankers should especially pause to honor this great Georgian. He never once waivered in his support for our industry. He knew the important role bankers play in building up communities and he always supported free and open competition. As a state senator, the longest serving Lt. Gov. in Georgia history, a two-term Governor and U.S. Senator, Miller was a constant source of strength and we are all better because of his service,” said GBA president and CEO Joe Brannen. Help us continue to recognize the outstanding Georgians who happen to be bankers by making a nomination for one of your bank standouts to a national awards program. Banking Exchange Magazine is taking nominations for its annual 20 under 40 awards. The goal is to highlight the people who will help banks thrive in the next decade—noteworthy next-gen bankers under the age of 40. There is no charge for entering a nomination. The rules are spelled out here. A panel of judges will choose the 20 "best of the best," who will be featured in Banking Exchange’s June issue. Deadline for entries is midnight of April 22.

New Compliance Juris Master Degree Opportunity

We’ve got a great new career development offering for Georgia bank compliance professionals. We are proud to partner with the Florida State University (FSU) College of Law to sponsor a Juris Masters (JM) program in financial services compliance. The JM program is offered entirely online through the FSU College of Law and takes about 18 months to complete (depending on course load). Metro-Atlanta Bank Robber Sentenced to 14 Years in Prison
Rondell Muwwakkil has been sentenced to 14 years in prison for robbing five metro-Atlanta banks in 2016. He passed notes to tellers at banks inside of stores demanding they give him small bills in each robbery. “The FBI would like to thank the public who helped us locate and arrest this suspect,” said David J. LeValley, Special Agent in Charge of FBI Atlanta. “As frightening as the five robberies were to the victims in the banks, there is little doubt there would have been more robberies, and more victims, had it not been for a concerned citizen’s tip.” Read more here…
