GBA Disaster Plan for Producers

GBA’s Agriculture Committee has continued to refine its proposal for slight modifications to the existing federal disaster aid programs. The goal is to bring certainty to producers so they will know what resources they will have available as they work with their lenders for their 2019 operating lines. The proposal is based on lessons learned from the implementation of the 2017 Wildfire and Hurricane Indemnity Program. The committee met this week with Rep. Austin Scott (R-GA8) in Ashburn to discuss modifying the current program so that it would be fairer to the producers and get payments more quickly to the producers. Scott serves on the House Agriculture Committee and represents part of the state affected by Hurricane Michael. The GBA Agriculture Committee met last week with Rep. Sanford Bishop (D-GA2) with producers and other stakeholders. Bishop also represents a large part of the area affected by the hurricane and serves on the House Appropriations Committee. Congress will consider options when it returns for the lame-duck session Nov. 13. Read about the recommendations here.

OCC Meets with GBA and Others
GBA’s Elizabeth Chandler and other state bankers association representatives from the Southeast met with OCC officials representing Comptroller Joseph Otting this week. OCC officials present were Toney Bland, senior deputy comptroller for Midsize and Community Bank Supervision, Troy Thornton, deputy comptroller for the Southern District, and Carter Messick, associate deputy comptroller for the Southern District. Of note were the following key risks for the southern district in the examination process: commercial credit underwriting, CRE concentration, funding costs, cyber security and BSA/AML concerns. Additionally, community bank innovation was highlighted as well as the offer of their staff expertise in all areas including legal analysis. When Bankers Descended on Statesboro
A fascinating panel of students sharing their career aspirations in community banking, a look at the local economy, a strategic thinking primer and a real estate overview drew a big crowd to the Southeast Georgia Community Bank Symposium in Statesboro Thursday. "I thoroughly enjoyed today's program and thought it brought a lot of value to our region. I loved that the sessions were really on top of the current issues and the direction of the economy in our region for the next couple of years. This event is a resource that helps us be better bankers and help the communities we live in," said Carolyn Ethridge, market president for Renasant Bank in Statesboro. Held in conjunction with Georgia Southern University, the symposium provides a look at the unique banking and business trends in the southeast Georgia region. "GBA and Georgia Southern University continue to elevate the awareness of our industry with another tremendous symposium," said Nick Schuster, Cash Transactions, LLC. Citizens Bank of Laurens County Warns of Fraudulent Cashier’s Checks

Banks are encouraged to be on the lookout for fraudulent cashier’s checks bearing the name "Citizens Bank" and the check number 46418. New Cybersecurity Resources Available
There are new tools available for banks looking to beef up their cybersecurity programs.
  • Cybersecurity Profile - The Financial Services Sector Coordinating Council and a group of national financial trade organizations published a new Cybersecurity Profile intended to provide a common, credible approach to cybersecurity and assessment that reduces time spent on compliance activities.   • FDIC Cybersecurity Preparedness Resources - There are two new components of the FDIC’s Cyber Challenge: A Community Bank Cyber Exercise program. Disruption scenarios are presented through video vignettes about nine common cybersecurity threats including customer account takeover, ransomware, ATM malware, phishing, natural disasters and more.
HR, Security Committees Plan their 2019 Conferences
Two GBA committees have been hard at work sharing important trends and planning their spring 2019 conferences. GBA’s Human Resources Committee and Security Committee held meetings to discuss what’s happening in their fields and desired educational programming.
  • Led this year by Leigh Pharr, First Landmark Bank, Marietta, the HR Committee went over talent development and recruiting needs, mentoring programs, legal and policy issues and more at their meeting on Oct. 24 in Macon. Registration is now open for the HR Professionals Institute March 20-22 on Jekyll Island, providing information and tools to help bankers managing daily HR challenges at their institutions.

  • Led this year by Angela Slay, United Community Bank, Blairsville, the Security Committee discussed trends in check fraud, bank robbery response and elder financial abuse at their meeting Oct. 30 in Atlanta. Registration is now open for the Bank Security Conference April 11-12 on St. Simons Island, designed to help new and veteran security officers keep employees and customers safe.

GBA Member-Staff Team Gets Tough, Muddy on 5k Obstacle Race

A spirited group of GBA staff and members recently worked together to undertake the Tough Mudder Atlanta mud run 5k at Bouckaert Farms in Fairburn. Jackson McConnell, Pinnacle Bank, Elberton, and Rob Klingler, Bryan Cave Leighton Paisner, Atlanta, joined GBA staff members Joe Brannen, Bo Brannen, Kerri Brooks, Shan Haugabrook, Gino Lassiter, Edie Lindsey, Katina Prokos and Jenna Lynn Warner to complete the 13-obstacle course, helping each other along the way. The GBA team finished strong and with just a few bruises but a lot of fun memories. Many thanks to Jackson and Rob for participating!
