Georgia Bank Performance Continues Strong Through Second Quarter

We’ve been looking at aggregate data from call reports for the period ending June 30, 2019. While the numbers won’t be official until FDIC scrubs the data and releases its quarterly banking profile data sometime soon, we thought we’d share some trends we’re noting compared to first quarter median data among the 164 Georgia-headquartered banks reporting. A Storied History of GBA and the Georgia Department of Banking and Finance

A big milestone was reached on Aug. 16 as the Georgia Department of Banking and Finance reached the century mark of its establishment through an Act of the Legislature. When we were preparing for GBA’s 125th anniversary in 2017, we took a deep dive through our archives and thought we’d reproduce reports about all the work that led up to the creation of the Department as we know it today. We appreciate the relationship we at the GBA have had with the Department over the years. Reading this first-person account of history in the making shows once again the important role bankers play by working with legislators to pass comprehensive legislation benefitting not just our industry but the state as a whole. Georgia is looked upon for our leadership, a great place to do business, and for having the best banking laws in the country. None of that came about by accident. It took years of hard work, consensus building and informed advocacy. And that’s just as important today as it’s ever been. Salute to SouthCrest’s Linda Richardson, a 50-year Banker

On Sept. 1 1969, Linda Richardson started a job as a teller for Bank of Chickamauga. She’s seen a lot of change during a 50-year career. For example, her handwriting can be found in the bank’s general ledger books that pre-date computer records. The bank became part of SouthCrest Bank in 2014, and Richardson is still going strong serving customers and helping the bank succeed. GBA’s Joe Brannen presented Richardson with GBA’s appreciation of her service to the industry during the bank’s employee service award celebration dinner Aug. 17. Sen. Perdue Optimistic About the Future

Our thanks to the Federal Home Loan Bank of Atlanta for inviting GBA’s Elizabeth Chandler and Joe Brannen to attend an event the bank hosted with Sen. David Perdue this week. Sen. Perdue is a member of the Senate Banking, Agriculture, Armed Services and Budget Committees, four of the most important committees for our members and our state. He reported community bankers were telling him the regulatory relief contained in S. 2155 that passed last year was helpful and he was looking for more ways to reduce regulatory burden. Mixed Reviews on FDIC Rate Cap Proposal

The FDIC this week proposed a new way for calculating the national rate and rate cap limits for banks that are less than well-capitalized. We’ve been among those advocating for an updated process that better reflects local market variances in top-end rates as well as clarity from FDIC that the national rate cap not be applied - even informally - in regulatory exams of well-capitalized banks. CECL Implementation Delay Proposal Formalized

The Financial Accounting Standards Board officially proposed delayed CECL implementation for some companies until 2023. The board voted last month to make the proposal. The delay would apply to small reporting companies, non-SEC public companies and private companies. Larger public companies must still comply by January 2020. We continue to urge a delay that applies to all banks, including legislation that would stop implementation until a qualitative impact study can be conducted. Proposed FDIC Assessment Credit Changes

The FDIC this week proposed to adjust the way it would apply assessment credits to banks with assets of less than $10 billion after the FDIC reserve fund reaches 1.38%. The proposal would adjust the rule so FDIC would apply credits against assessments so long as the fund exceeds 1.35%, as opposed to the current 1.38%. Any credits remaining after eight quarters would be remitted directly to the banks. FDIC calculated that $764 million was due back to banks below $10 billion in assets because by rule they were not responsible for funds needed to recapitalize the fund to 1.35% from 1.15%. The fund hit the targeted 1.35% level last September. Read the proposed rule here. Comments are due 30 days after publication in the Federal Register. Soda Jerk Lessons, Zombies and Exotic Animals with Lawanna Saxon

Working as a soda jerk at Watkinsville Drugs taught Lawanna Saxon a simple but important lesson, she says. "It’s where I first learned about client service and the importance of ‘just be nice,’" says Saxon, who chairs GBA’s Marketing Committee and is in charge of marketing at Signature Bank of Georgia in Sandy Springs. She’s keen on involvement in her association, noting that attending GBA programs provides key insights and peer support. "We’re not just an island. Many of us share the same day-to-day tasks and it’s such a positive environment to get to hang with fun, creative people," she says.
