President Signs Disaster Aid Bill

The President Thursday signed a long-awaited $19.1-billion disaster aid package that includes $3 billion in funding for aid to cover agricultural losses from Hurricane Michael, and there is also funding that will help Georgia blueberry farmers who suffered weather-related crop damage in 2017. The Secretary of Agriculture and USDA will be developing final rules as to how the money will be distributed. We expect it will be some combination of WHIP and block grants. We’ll share information as it becomes available. "From day one, members of GBA’s Agriculture Committee played a major role in getting help for their farm customers with recommendations for improving the aid programs to be funded and advocating for action. Georgians Earn GSBLSU Degrees

Congratulations to the 17 Georgia banking professionals who earned their diploma from the Graduate School of Banking at LSU May 31. Here’s a list of the graduates and all Georgia students. There were 43 total students from Georgia in the three classes. In addition, several Georgia students had leadership positions or earned honors during this session. Senior class member Jack Jackson, supervisory examiner, Georgia Dept. of Banking & Finance, and Class of 2020 member Catherine Bryant, First American Bank & Trust, Athens, were recognized for making all A’s and only one B on coursework. Several Georgia bankers were on winning bank simulation teams. They were Brett Willlis, Synovus Bank, Community A; Jennifer Stalvey, Southwest Georgia Bank, Community B; and Perry Revell, AB&T, Community C. Hamilton Leon, Bank OZK, Atlanta, is on the class of 2020 advisory council.
The school also benefits from leadership and faculty from Georgia…GBA was one of the southeastern banking associations organizing the school 69 years ago. Georgia has the fourth most graduates from the program in its history, with 1,647. For more details, click here.

Rates, Margin Pressure, Loan Payoffs on Minds of CFOs

The GBA Asset-Liability committee comprised of member bank CFOs and Associate Members met this week to share information about banking conditions and to begin planning the GBA Financial Risk Management Conference. Overall, they reported generally good business conditions and some challenges that varied by bank and region. A number of committee members cited planning they’re doing to minimize pressure on net interest margins, deposit competition in many markets is intense and some banks are experiencing higher than average loan payoffs. Technology upgrades and banker talent development also were among the issues cited as priorities for their banks. Led by 2019-20 committee Chair Holt Redding, South Coast Bank & Trust, Brunswick, and Vice Chair Daniel Stanford, SunMark Community Bank, Perry, the committee mapped out a preliminary agenda for the conference, which will be Nov. 7-8 in Atlanta. Lessons from the Restaurant Biz and Backpacking Adventures with Susan Moss

Planters and Citizens Bank President and CEO Susan Moss started working for her dad at the bank when she was 16, serving as receptionist and a customer service representative during summers, but her first full-time job was as a line cook at a small restaurant in Charleston, S.C. "The most important thing I learned from working in Charleston is that attention to detail is just critical, to make sure that the customer’s needs are met and ideally exceeded, and that customer service is really the key to success," Moss says. The incoming Group 2 representative on the GBA Board of Directors and past Leadership GBA president, Moss says GBA has been an important resource in her career so far, helping strengthen her banking knowledge as well as network with fellow bankers. Steady Economy Reported across South

Modest economic growth in almost all sectors in the Federal Reserve’s Sixth District punctuated the latest Beige Book overview out this week. Steady sales and growth were reported by merchants and contacts in tourism, residential and commercial real estate and manufacturing. The region’s banks reported improved earnings, marginal loan growth and strong asset-quality metrics. In the agriculture sector, on a year-over-year basis, prices paid to farmers in March were up for corn, cotton, and beef but down for rice, soybeans, broilers, and eggs. Read the full report here.

NFIP Extended, New TRID Info, LCR Adjustment Rule

  • NFIP Extended - Another part of the disaster aid package signed by the President this week is an extension until Sept. 30 of the National Flood Insurance Program. This is the 12th short-term extension since 2017. The House is expected to consider a long-term extension soon, and House Financial Services Committee Chairwoman Maxine Waters (D-Calif.) said that she is focusing on affordability of NFIP premiums.
  • TRID Update - CFPB has issued a set of FAQs on the TILA-RESPA Integrated Disclosures. The FAQs address corrected closing disclosures and the three-business-day waiting period before consummation; model forms; and construction loans. Read the FAQs.
  • Liquidity Coverage Ratio Adjusted - Regulators approved a final rule implementing a key provision of last May’s regulatory relief bill (S. 2155). The rule expands the pool of what counts as high-quality liquid assets under the Liquidity Coverage Ratio. Read the rule here.

Serial Bank Robber Gets Prison Term, Restitution Order

A note-passer who robbed nine banks in the metro-Atlanta area from September 2017 until February 2018 has been sentenced to five years, 10 months in prison to be followed by three years of supervised release, and ordered to pay restitution in the amount of $15,734. Patrick Jerome Mouton, 47, of Atlanta, Georgia, pled guilty to the crimes and was convicted in January. He was captured in February 2018 after robbing a Regions Bank branch for the second time.
