CFOs and Finance Pros Set Stage for Successful 2020

GBA’s Financial Risk Management Conference kicked off Thursday. A capacity crowd of Georgia bank CFOs and finance professionals was on hand to gather the latest intelligence, get a market snapshot and share best practices in bank financial management. Thursday’s agenda included sessions about contract negotiations, tax credits, the economy, an investments panel and a CECL update. Friday features an AML/ALCO panel, a regulatory panel and a look at unique trends that are changing the banking industry. Look for summaries and more photos in next week’s issue. The annual conference is sponsored by GBA’s Asset Liability Management Committee chaired this year by Holt Redding, South Coast Bank & Trust, Brunswick.

Georgia is No. 1 State to do Business for Seventh Straight Year, Sets Record

We were thrilled to hear Gov. Brian Kemp’s announcement Wednesday that Site Selection magazine had ranked Georgia’s business climate as number one in the nation once again this year, making our state the first to win the business publication's award for seven consecutive years. Gov. Kemp said in remarks to the Georgia Cyber Center in Augusta that the award affirms our state’s efforts to reduce burdensome regulation, develop a competitive workforce and market all regions of the state. GBA Retirement Services, Inc. Board has Fall Board Meeting

The quarterly meeting of the GBA Retirement Services, Inc. Board of Directors was held this week. This was the first meeting after the untimely death of longtime director Henry Pope, Exchange Bank, Milledgeville. The Board invited Henry's widow, Helen, their two sons, Jonathan and Kevin, and their families to a dinner to recognize Henry's service. "We were delighted Helen and their whole family could be with us. Henry always added a strong voice to our deliberations, you never doubted he truly cared for the bank’s employees and he wanted the absolute best retirement plans for them," said Board Chairman Chuck Copeland, First National Bank of Griffin. Helen remarked how much this organization and the Trust meant to Henry and how the friendships they made in banking over Henry's 47-year career were helping her and their family get through such a difficult time. Henry served on the GBA Retirement Services Board of Directors for over 12 years, and Exchange Bank has been a member of the Trust for over 40 years. The Trust provides 401(k) retirement plan administration to almost half the community banks in Georgia. A Check-in on TARP Results

Our President and CEO Conference a few weeks ago included a popular panel discussion about lessons-learned looking back at the decade since the worst of the Great Recession. This week, Rob Klingler of GBA Associate Member Bryan Cave Leighton Paisner took a related look back at some of the outcomes of the TARP program investments from that period. Of particular note is that the Capital Purchase Program investments in banks that the government expected to be repaid generated a positive return of $31.1 billion, according to a tracking website by ProPublica. CBLR Compliance Guide Available

For banks considering using the new Community Bank Leverage Ratio Capital regime, the FDIC has issued a compliance guide. The guide gives an overview of how the new capital rules work and how community banks can opt in and out of the framework. It also details the "grace period" for banks using the regime if they don’t satisfy one or more of the qualifying criteria but maintain a leverage ratio of 8%. Most Georgia banks meet the qualifications to consider using the simplified capital rules. Access the guide here.

Employment Compliance: Addressing the New Federal Overtime Exemption Regulations

Join Steve Greene from GBA Strategic Partner ELC on Tuesday, Nov. 12, from 2:30-4 p.m., for a webinar covering final regulations implementing changes to the federal white-collar overtime exemption tests. This topic has been complex and controversial since significant changes were first introduced by the Obama administration. The new final regulations are consistent with positions advanced by the GBA and the banking industry generally. The new standards will be effective as of Jan. 1, 2020. During the webinar, Greene will address the new salary level and the variable pay credit which is now available for consideration. He will also discuss the most affected positions such as mortgage loan officers, part-time exempt employees, and branch managers.
