Earnest Recognized at Graduate School of Banking at LSU Board Meeting

Ryan Earnest , president and CEO of Heritage First Bank , Rome, is the Georgia trustee to the Board of Directors of the Graduate School of Banking at LSU. At the annual fall Board meeting last week, Earnest, a 2008 school graduate, was recognized by school executive director John Jordan for reaching the Georgia goal for the number of entering students enrolling in this year’s session. How you Can Help Shape GBA’s Programs and Priorities

The GBA Board met Oct. 6 and part of the meeting was an annual strategic thinking session to talk about how to best meet member needs. As part of that, GBA Chairman Chuck Copeland , First National Bank of Griffin , gave the board the opportunity to share thoughts about his two goals for the association this fiscal year: 1) Supporting the diversity initiatives of GBA members by making sure the association is offering education, products and services to meet any banker’s needs; and 2) assisting bankers throughout Georgia with their economic development initiatives to ensure all Georgia prospers. GBA staff is briefing each standing committee as they come together to plan their annual programming of those goals and that the more than 300 bankers serving in one of those volunteer roles are being responsive and supportive. The board also shared some ideas about three key questions we ask on a regular basis. Here’s your chance to chime in, too. Give these three questions some thought and let us know your ideas.

CECL Delay for Small Companies Approved

The Financial Accounting Standards Board this week officially extended the implementation of the current expected credit loss (CECL) standard for small reporting companies (as defined by the SEC), non-SEC public companies and private companies. For these companies, which represent the vast majority of GBA members, implementation will be effective for fiscal years beginning after Dec. 15, 2022. Full details here . We have been advocating for a full delay until a thorough quantitative study of the possible effects of implementation can be completed. Just this week, reps. Vicente Gonzalez (D-Texas) and Ted Budd (R-N.C.) outlined the need for such study in a letter to FASB citing a major national consumer group was also calling for a study. It’s Georgia Peanut Bank Week
No. 43

Member banks this week are participating in Georgia Peanut Bank Week for the 43rd year. This is one of our favorite public advocacy projects because it supports Georgia’s $2-billion peanut industry and the 4,500 growers that help our diverse economy in Georgia. Statewide media also covers the effort , which amplifies the community support from Georgia’s banks. Participating banks have activities planned ranging from in-bank tastings of peanuts and dishes from employees or customers that include peanuts, recipe contests, social media campaigns and peanut-farmer appreciation events. Support Two AML/BSA Reform Bills up for House Vote

The U.S. House may vote as early as next week on a pair of bills that would provide Bank Secrecy Act and anti-money laundering reforms. One bill would create a national database banks could use to verify beneficial ownership of business customers. The bill, H.R. 2513, was introduced by Rep. Carolyn Maloney (D-N.Y.). The other bill, H.R. 2514, would provide several enhancements to modernize the existing BSA/AML regime, including improving communication between banks and law enforcement. Rep. Emmanuel Cleaver (D-Mo.) is the sponsor. GBA supports these bills, and we encourage bankers to reach out to their representatives in support, as well. Moderate Economic Expansion, Stable Banking Environment

The economy in the states covered by the Federal Reserve Bank of Atlanta saw modest economic expansion from the middle of August through the end of September, with wage growth and non-labor costs increasing, putting pressure on business profit margins. The region’s banks reported stable margins and positive, but slowing, loan growth. Manufacturing and home sales saw gains, and ag conditions were mixed. Access a good summary here.

Opportunity to Shape Consumer Financial Law

The CFPB is looking for volunteers to serve on a new task force to recommend ways to modernize consumer financial laws. The bureau is seeking applications from those with expertise in the areas of consumer protection and consumer financial products or services; analyzing consumer financial markets, laws and regulations; and a demonstrated record of senior public or academic service. What Types of Tax Credits are Available to Me and My Bank Today?

Tax credits are governmental incentives used to encourage specific business activities by mitigating tax liabilities for individuals or businesses. Fair Lending for HMDA & Non-HMDA Banks and CRA Seminar - Dec. 10

On Dec. 10 at Middle Georgia State University in Macon, Steve Moore of Bank Compliance Services will host GBA’s CRA + Fair Lending seminar . A fair lending review is conducted as part of a consumer compliance examination. All banks are required to develop and implement a fair lending program, including monitoring of lending policies, procedures and practices, loan personnel training and documented "second reviews" of denied applications. CRA evaluations are public documents prepared by federal examiners, and are intended to reflect a bank’s record of meeting credit needs in the local community. In addition, it may also describe a bank’s efforts to provide community development loans, services, and qualified investments.
