National Community Bank Survey Results
Georgia Banks Cite Core Deposit Competition as Concern; Reg Reforms Helpful

The annual survey of community bank trends from the Federal Reserve, FDIC and Conference of State Bank Supervisors includes commentary provided by bankers from Georgia. Bankers here in the Peach State identified that core deposit competition is fierce, particularly from credit unions and fintech providers. They also noted that some TILA and RESPA reforms, changes in qualified mortgage portfolios and reporting exceptions under the Home Mortgage Disclosure Act (HMDA) resulting from the Economic Growth, Regulatory Relief and Consumer Protection Act of 2018 (EGRRCPA) have been helpful. Large on-site exam teams are intrusive at best, but the value of in person meetings was also recognized by the respondents. Two Providers Approved for Shared Deposit Services

Promontory Interfinancial Network and Reich & Tang have been approved by the state as providers of shared deposit services available for use by banks and public depositors to avoid collateralizing their deposits. We appreciate Treasurer Lynne Riley ’s rapid review and approval of their applications so that banks can begin working with these providers to evaluate their services. StoneCastle ’s application is still being reviewed. Taking Advocacy to the Classroom

Our thanks to Tim Keadle of Wipfli/PKM who invited GBA president and CEO Joe Brannen to be a guest presenter this week at his two Accounting in Practice classes at the University of Georgia’s Terry College of Business, School of Accounting. This a graduate-level course designed to develop students' accounting and audit research skills and understanding of key issues faced in practice. Keadle has been on the faculty for several years and this was the third time Brannen has presented. Brannen gave an industry update and spoke about the roles of associations like GBA in advocacy, especially as we interact with accounting policy setters like the Financial Accounting Standards Board. FDIC Listening Session Coming Up in Atlanta, other Feedback Sought

FDIC’s Atlanta Regional Ombudsman, Charmion Haley , asked that we encourage Georgia bankers to take advantage of a couple of important feedback opportunities about supervision and exams. On Dec. 2, FDIC will host a Listening Session in Atlanta from 12:30-4:30 p.m. about its Supervisory Appeals and Dispute Resolution Processes. This is of particular interest and importance to state nonmember banks, Haley says. A Sept. 24 FIL details the intent of the listening sessions, and you may register here . Also, Haley encouraged bankers to share their regulatory experiences with FDIC and referred bankers to the Sept. 19 FIL about changes to the FDIC Post-Examination Survey Process as a conduit for the feedback.

GBA Asks for Support of Bank Branches on Military Instillations

The week, GBA’s Joe Brannen sent letters to Sen. David Perdue (R-GA) and Rep. Doug Collins (R-GA9), as members of the conference committee that will settle differences in the Senate and House versions of the National Defense Authorization Act (NDAA). The Senate version has language that would level the playing field between banks and credit unions located on military bases. Currently, credit unions reside on military installations rent-free, while all banks must have lease agreements. This disparity has led to an exodus of banks from military installations over the past few years and left military members and families with fewer financial service choices. Marketing Peer Group Meets, plans Conference

A solid crowd of Georgia Bank marketing pros gathered Thursday in Macon for the fall installment of GBA’s Marketing Peer Group meeting. The meeting, led by Marketing Committee chair Lawanna Saxon , Signature Bank of Georgia , Sandy Springs, featured a full day of peer interaction sessions. The morning started with a hot-topic round robin discussion covering topics such as customer experience, social media, and traditional media. There was also a peer exchange that covered branch design ideas, branding, LinkedIn strategies, newsletters and competitive trends. Marketers also had time to showcases some successful projects and compare notes about helpful vendors. And, the group also began planning a Marketing Conference for 2020, which will be at Feb. 27-28 at the King and Prince Golf and Beach Resort on St. Simons. New Appraisal Requirement Threshold Set at $400,000

Regulators late last week bumped up the threshold for residential real estate transactions requiring an appraisal from $250,000 to $400,000. The amended rule requires those transactions that are exempted to include an evaluation. The Appraisal Rule also incorporates the appraisal exemption for rural residential properties provided by the Economic Growth, Regulatory Relief, and Consumer Protection Act (EGRCCPA). When First National Bank in Bainbridge's Director of Retail and Marketing, Lorenda Smith , started working in a bank as a teller, her hiring manager assured her that she would meet wonderful people and her creativity would be an asset. "Looking back now, I find that his statement was so true. Having the opportunity to be mentored by three amazing women in my career, being allowed to use my creativity daily and travel the world has kept me in banking for the past 36 years." At the start of her career, dresses and pantyhose were required for women and there was no tolerance for casual dress, which has stuck with her through the years. "I still really have a hard time feeling comfortable on ‘casual Fridays,’" she said.
