Georgia Banks Earn $1.2 Billion during Second Quarter 2019

Georgia’s 166 state-based FDIC insured banks earned $1.2 billion in the second quarter of 2019, an increase of 9.1% from first quarter. Year-to-date net income was up 6.7% compared to the first six months of 2018. Total loans grew by 1.4% for the quarter and by 14.6% compared to the same time last year. Deposits were down slightly from first quarter, but up by 7.7% from the same period in 2018. "Georgia’s banks continued to support economic growth with increased lending during the first half of the year, credit quality remains strong and other key performance metrics show ongoing growth and stability," said Joe Brannen, president and CEO of the Georgia Bankers Association in a news release about the results. "Our banks are performing in lockstep with Georgia’s robust economy." Georgia bank loan growth for the quarter was on pace with the national rate and has been stronger over the past 12 months, and net interest margin is better than the national average based on the FDIC’s Quarterly Banking Profile results announced Thursday. Dorian Resources for Bankers Deployed

Although the damage to Georgia from Hurricane Dorian was far less than expected, we’re all reminded of the importance of preparation and ensuring we’re taking advantage of all available resources. In an email to Georgia bank presidents last weekend, GBA president and CEO Joe Brannen forwarded a link to access the Georgia Emergency Management Agency document outlining the priority re-entry procedures following a disaster. Also, the Federal Reserve Bank of Atlanta has updated the contact information to reach the Atlanta Fed for status updates on Federal Reserve Financial Services including Fedwire®, FedCash®, Check, and FedACH® Services. Action request: If you have not done so already, we recommend all banks complete the pre-authorization form for re-entering areas affected by natural disasters. This will be helpful if/when the next storm or disaster strikes.

Help Georgians Avoid Storm-Related Scams

Please share with your co-workers and customers some important resources for avoiding scams related to Hurricane Dorian. The Cybersecurity and Infrastructure Security Agency has a good resource page with links to information about how to be alert for and avoid a variety of cyber scams including those related to charities, social networking and phishing attacks. Elder Financial Exploitation Reporting

In the August 2019 Financial Institutions Today publication from the Georgia Department of Banking and Finance, an article was included related to the required reporting of suspected elder exploitation by financial institutions. While the publication indicated reporting should be done related to suspected incidents of abuse, neglect or exploitation, the Department has confirmed to GBA its interpretation that the current statute limits mandatory reporting to suspected incidents of elder financial exploitation. Reports should be filed concurrently with the state’s Adult Protective Services, law enforcement and a Suspicious Activity Report (SAR) filed with FinCEN. Starting Out in the Recession, Sports Fervor and Personal Connections with Bert Hines

A lot of people weren’t going into banking in 2010, but that’s exactly what Bert Hines, vice president of lending, First National Bank, Bainbridge did. When his former company was relocating, a client at the time suggested he would make a good banker. "He said, ‘I’m looking for an assistant manager and you’ve managed people. We can work on the banking part,’" Hines recalls. It was during the recession, but once he got into the banking business, Hines found that he loved sitting down with customers and business owners to help address a need that they have. "The Lord certainly works in mysterious ways. I think there was a plan that worked out," he said. A member of the Leadership GBA Executive Committee, Hines talks about the strong friendships he gained by attending the Georgia Banking School, his first job as a recruiter for a medical staffing company, several surprising fun facts mostly involving his passion for sports and more in his GBA Member Profile.

Matt Rushton of AB&T is the featured banker in a video that is one of four finalists in the banks under $500 million in assets category for ABA’s national Bank Marketing Video contest. Rushton is a member of GBA’s Agriculture Committee, and the video highlights his strong community ties and passion for working with people as a Georgian who happens to be a banker. Treasurer Announces Pilot CD Auction

The Office of the State Treasurer (OST) has announced the launch of a non-negotiable CD auction program that will allow certain banks providing Georgia public deposit services to access investment funds managed by the state. In the pilot phase, the auction will be available only to banks approved as Covered Depositories in the Georgia Secure Deposit Program (SDP) as they have already been approved by the State Depository Board as authorized depositories for state funds and are reporting monthly to OST. Auctions will be conducted on a secure, web-hosted platform called that is in the final stage of development. Generally, the CD auction program will allow SDP banks to compete for state-managed investment dollars each quarter - with four maturity tranches of six, 12, 18, and 24 months, with bids ranging for any tranche from $100,000 per institution to a maximum of $20 million in total across the four CD tranches. Initially of the approximate $160 million the state is expected to have available to invest quarterly in short term maturities, 25% will be set aside for this first quarterly CD auction that will be conducted on Sept. 27, 2019. Grant Street Group is the vendor selected to manage the auction process.

Economic Sentiment Mostly Positive for Community Banks

The results of the first Community Bank Sentiment Index from the Conference of State Bank Supervisors show that overall, banks are optimistic about business conditions in the future. Eighty percent of banks expect the same or better profits, and 60% are looking forward to increased franchise value. On the downside, 42% expect more regulatory burden. Banks in the South generally reported the highest index scores for favorable responses. Read the results here. 401(k) Testing Relief through Safe Harbor Design - Time to Review for 2020!

Is 401(k) testing limiting what your bank officers can contribute to your 401(k) Plan? Plans that guarantee a 100% match up to 4% of compensation or a 3% non-elective contribution (similar to a profit-sharing contribution) can be exempt from ADP/ACP discrimination testing and even exempt from top-heavy testing depending on different factors. Employees must become immediately 100% vested in all safe harbor contributions. In addition, there is another safe harbor design that ends up with a 3.5% maximum annual match for participants but has automatic enrollment features built in. The Master 401(k) Plan offered under GBA Retirement Services, Inc. is already set up to accommodate traditional and automatic enrollment safe harbor plans. Anyone electing safe harbor options for 2020 must decide by the end of October in order to allow time for the required amendments and participant notices. Get more information here.
