Lt. Gov. Duncan, Sen. Ligon added to Legislative/Economic Forum Lineup

We continue to add key voices to the lineup for our 2020 advocacy kickoff event next week. Lt. Gov. Geoff Duncan and state Sen. William Ligon (R-Brunswick), who is chairman of the Senate Banking and Financial Institutions Committee, have confirmed they’ll address attendees at the Legislative/Economic Forum. They join invited guest Gov. Kemp, Banking Commissioner Kevin Hagler, economist Jeffrey Dorfman and national political strategist John Ashford on the agenda. Advocacy about How Banks Serve Rural Markets in Spotlight

The January/February issue of James Magazine includes an article from GBA President and CEO Joe Brannen that highlights how Georgia banks and their partners serve rural markets. The article is timely to inform legislators looking to develop initiatives to help families and businesses in non-metro communities prosper. "Key to that prosperity is access to traditional banks where local deposits are put to work in the form of loans to individuals, families and businesses. The good news is that there’s already a strong rural-banking infrastructure and history of success in Georgia," Brannen said in the article. Access the full article and more info here.

GBA Retirement Services Welcomes New Members

GBA Retirement Services, Inc. is excited to welcome its newest member to the GBA Master Trust: Bank of Soperton, Maury Beasley, CEO. It has been a pleasure working with and getting to know the employees of the bank. GBA staff also recently visited and helped enroll newly eligible employees at Tandem Bank, Tucker, Charles Dewitt, CEO. Tandem Bank started a plan in October 2019, but is now fully staffed and excited to offer 401(k) benefits to all of its employees. With our big advocacy event coming up next week, it’s a good time to get to know our GBA Chairman-Elect and Chair of our Public Affairs Committee a little better. Morris Bank President and CEO Spence Mullis says hard work and treating everyone with respect are two lessons he learned from his first job, which was at Kentucky Fried Chicken. Those values still are in play every day for Mullis. New Driver’s License/ID Design in Production Statewide

If you and your teams are seeing customers present ID cards with unusual black and white photos, you're probably seeing the newest form of official Georgia driver's licenses and ID cards. The Georgia Department of Drivers Services has completed its implementation of a new production system and design for driver’s licenses and ID cards. Your customers may be presenting cards with the new designs already or will be upon renewing expiring cards. The black-and-white photos are among a number of unique new security features, the agency said. Here’s a look at the various forms of new licenses and cards. Please share with your teams.

Fed Chimes in on CRA Modernization

Stating the desire to work toward a common set of interagency standards, the Federal Reserve this week outlined its ideas for CRA reform. Federal Reserve Governor Lael Brainard, the agency’s point person for the Community Reinvestment Act modernization process, outlined the Fed’s ideas in a speech at the Urban Institute. A key difference in the Fed’s approach from the formal proposal from the OCC and FDIC is that it would have two tests for measuring performance – one for retail lending for all banks and a separate test for community development activities applicable to larger banks, wholesale banks and limited-purpose banks. Check Fraud Alert Reported by Traders & Farmers Bank in Haleyville, AL

Our colleagues at the Alabama Bankers Association made us aware of fraudulent check activity reported by Traders & Farmers Bank in Haleyville, AL, late last week. A bank customer bought an official check and allegedly sent an image of it to a counterfeiter in Virginia, who created fraudulent copies. The bank has received calls from several states around the country trying to verify funds. Click here to see an image of one of the fraudulent checks. Hickey Gets Five-Year, Four-Month Sentence

A serial bank robber has been sentenced for a series of bank robberies in north Georgia and Alabama dating back to 2016. Garrett Storm Hickey was sentenced to five years, four months in prison, with credit for time served, to be followed by three years of supervised release, and ordered to pay restitution in the amount of $4,200. Hickey was convicted on these charges on Oct. 15, 2019, after he pleaded guilty. Read the details here.

Back by popular demand, Mike Allen of Cadence Bank, a faculty member of the Georgia Banking School with more than 40 years of industry experience, will cover the A-Zs of how to analyze personal cash flow and personal tax returns. This program is designed for consumer lenders, commercial lenders and credit analysts/underwriters. The seminar will assist those bankers who originate consumer loans as well as commercial bankers and underwriters who want to get a clear picture of a guarantor's cash flow to aid in identifying the availability of excess personal cash flow that could be available to provide additional support to related borrowing requests. Through a combination of lecture and casework, participants will learn how to calculate sources and uses of personal cash flow and any remaining cash flow to support additional debt.
