Gov. Kemp, National Political Outlook, Econ. Forecast Headline Upcoming Forum

We’re gearing up for a big day Jan. 15 with our Legislative and Economic Forum and Legislative Reception. Gov. Brian Kemp is scheduled for a visit during the forum. Other confirmed keynote guests include John Ashford of the Hawthorn Group with a national political update, Georgia Banking Commissioner Kevin Hagler and an economic update from Jeffrey Dorfman of the University of Georgia. Immediately following the forum will be GBA’s annual Legislative Reception honoring members of the General Assembly, Constitutional Officers, statewide Judiciary and other dignitaries. We Need to Hear from You about Community Impact

We’re still looking to hear from members about just how much your bank does to support your hometown markets. Please coordinate with your bank leadership to take the Georgia Bank Community Impact Survey. Our aim is to measure the scope, amount of funds, volunteer hours and more that our member banks contribute to their hometowns across Georgia. GBA will use the information early in 2020 to highlight at all that’s great about our industry across a number of channels – from social media, to traditional media outreach and a variety of public and member forums. We’d love to deliver some of the jaw-dropping statistics that we know are out there, so please make sure your bank is among the participants by completing the survey here. How to Keep Track of Key State Legislative Issues

As we prepare for the 2020 Georgia General Assembly Session, we’ve updated our State Issues page on the GBA website to begin tracking issues and bills we know will be covered in the upcoming session. This will be the second session of a two-year legislative cycle. There are 22 pieces of legislation not completed in the 2019 session that may still be considered in the 2020 session. All of those bills are listed on the site, as is a general description of the annual housekeeping bill from the Department of Banking and Finance that will be introduced by Rep. Bruce Williamson (R-Monroe) early in the session. Click here to see other issues we expect to be considered and more information.

2019 BankPAC Campaign Wrap-Up

We are thrilled to report that this year’s BankPAC campaign raised a record amount for both the FedPAC and StatePAC. "The response to our appeal to broaden and deepen the support of BankPAC in 2019 was overwhelmingly positive and will result in our being able to support candidates who share our beliefs and value the contributions our industry makes to our communities, state and nation", said Luke Flatt, chairman of the BankPAC Board of Directors and chairman, president and CEO of AB&T in Albany. Bank CD Auction Slated

For over a year, GBA has been working with the Office of the State Treasurer (OST) on a program that would allow banks to bid on certain state-controlled funds. The concept would bring back a Certificate of Deposit (CD) auction the State of Georgia held in 2008 and 2009 for which GBA provided collateral compliance monitoring and reporting. A pilot program has been developed by OST and is being tested among the 38 banks currently participating in the state’s Secure Deposit Program as collateral monitoring and reporting by GBA is already in place for these institutions. As we reported earlier, a CD auction was held in October and bids were accepted for almost $30 million of the $40 million available in tranches of 6, 12, 18 and 24 months. A second auction in the pilot phase of the program is slated for Jan. 10, 2020, where $100 million will be available for bid in the aggregate. More info here.

Welcome New GBA Insurance Trust Member – Craft Bank I/O

We’re excited to welcome Craft Bank I/O as the newest member of GBA Insurance Trust. The bank filed its charter and insurance applications with the state and FDIC in December. Several well-known Georgia bankers are proposed among the organizing team: Ross Mynatt as CEO, Beth Martin as chief experience officer, Greg Griggs as chief lending officer and Kitty Kendrick as CFO. The bank intends to open in May and will be in the west-Midtown area of Atlanta. GBA Insurance Trust was established in 1965 by a group of community bankers in order to provide stable, high-quality employee benefits. The Trust is run by bankers, for bankers with no profit motive. SECURE Act for Retirement Plans Approved

President Trump recently signed the Setting Every Community Up for Retirement Enhancement Act ("SECURE Act") into law as part of the 2020 appropriations bills. The act has 30 different provisions, all making it easier for smaller employers to offer their employees access to retirement plans. Click here to read some of the highlights of the Act. CRA Asset Size Thresholds Adjusted

Regulatory agencies this week announced updated threshold sizes for categorizing banks as small and intermediate small banks and savings associations under the Community Reinvestment Act. One hundred and fifty two of the 161 Georgia-based banks (94%) are within the updated small bank or intermediate small bank asset classes. Read the updated asset class thresholds here.
