Lockhart Says Time Has Come for Less Regulation

Before departing on Feb. 28, Federal Reserve Bank of Atlanta president Dennis Lockhart this week shared his belief that it’s time to ease banking regulations. Lockhart said in a recorded interview with Bloomberg that this is in part due to the length of time the U.S. economy has had to rebound from the Great Recession and also because economic conditions are now similar to what they were pre-recession. Lockhart also noted a needed differentiation in future regulations for banks that could have a major impact the U.S. economy, and smaller regional and community banks. HR Professionals Institute Held This Week on Jekyll Island

An eager and excited crowd of HR specialists from member banks gathered this week for GBA’s HR Professionals Institute on Jekyll Island. Folks told us beforehand that they were excited to enjoy a new venue this year, and that enthusiasm pervaded the entire conference. Attendees heard from presenters about HR hot topics such as career pathing; employee training; navigating today’s HR-related technology; employer health and wellness trends; millennials; transforming your 401K into an effective retirement plan; how to give feedback; and encouraging new hires to become leaders in their financial institutions. Several sessions allowed for attendee participation, and we appreciate all who shared their experiences and wisdom on the millennial panel, the employee training panel, and the employer wellness trends panel. Attendees also experienced lively around-the-table conversation and networking. Thank you to all the members of GBA’s HR Committee for their help planning this year’s program. General Assembly Considers Banking Legislation

It’s been another busy week in the General Assembly as legislators work hard to get their bills through the committee process and on to the floor for votes. On Monday, GBA testified in support the bill that addresses liability for directors and officers of banks and other corporations. The Senate Banking Committee heard testimony on a bill dealing with the advertising practices of finance companies. A Senate Judiciary Committee reported a bill we support correcting several areas from last year’s major garnishment rewrite. A House Judiciary Subcommittee considered a rewrite of the Power of Attorney statute that we want amended to address some concerns. And, a subcommittee of the House Ways and Means Committee reported a bill we support that sets up a procedure for titling boats and other watercraft. Your GBA Capitol Advocacy Team was busy working to cover all these and more and helped host the annual dinner honoring the hard-working House Ways and Means Committee. We’ll give you a full update when we publish this week’s Legislative Update after the General Assembly adjourns for the week.

How Will Banks Deposit Bases React to a Rising Rate Environment?

All else equal, banks with the greatest level of core deposits (deposits minus CD’s) are expected to fare better entering a rising rate cycle. This was according to a recent report out by GBA Associate Member FIG Partners. According to the report, going forward, pricing competition for deposits is expected to intensify as customers increasingly look for better returns on their funds. This is expected to result in some deposit runoff or migration from non maturity sources to time deposits. The report concludes that nobody knows for certain how their deposit base will react to higher rates; however, FIG Partners believes banks with greater levels of core deposits are better positioned entering a rising rate environment.
