Early Voting for Primary Runoff Begins June 30

As a reminder during this busy election year, the early voting period for Georgia's primary runoff elections begins Monday, June 30, in advance of election day on Tuesday, July 22. These primary runoffs include races for the Republican U.S. Senate candidate, the Republican and/or Democratic nominees in Congressional Districts 1, 10 and 11, Republican and Democrat nominees for School Superintendent, several state House and Senate seats and a large number of local offices. Check the Georgia Secretary of State’s website to find your early voting poll location.

Georgia Top State for Business in CNBC Ranking

“Always a contender, Georgia outdid itself in 2014,” says CNBC in describing how Georgia snagged its ranking as the top state for business in 2014. Georgia scored 1,659 out of 2,500 total points in this year’s survey. “Georgia’s best category, its workforce, tops in the nation for the third year in a row. Georgia ties for first in infrastructure with America’s busiest airport and one of its busiest ports,” said Scott Cohn, senior correspondent and lead investigative reporter at CNBC. “Since we began rating the states for competitiveness in 2007, Georgia has never finished outside the top 10 overall, with fourth-place finishes in 2007 and 2011, and a respectable eighth place in 2013,” said the online posting about the ranking.


Compliance Peer Group Talks Risk Assessment Best Practices, More

Compliance professionals from around the state gathered this week for the GBA Compliance Peer Group meeting in Macon. The main focus of the meeting was a detailed overview of best practices for how banks can perform a thorough risk assessment of their compliance management program. Afternoon roundtable discussion session gave peer group members time to share ideas about vendor management, mortgage lending issues, UDAAP issues, consumer complaint tracking, mobile banking compliance and electronic signatures for appraisals. Based on the tremendous success of the 2013 GBA Compliance Conference, GBA’s Compliance Committee has tailored its 2014 program agenda and format to meet the educational and networking needs of all compliance officers. To be held Sept. 24-26 at the Idle Hour Country Club in Macon, the 2014 Compliance Conference will allow attendees to register for the full conference, day 1 only, or days 2 and 3 only, depending on the content you need to hear. Banking's Reputation on the Mend

The banking industry's reputation overall climbed 3.9 points in the past year, and jumped ahead of rankings for telecommunications, energy and information and media, according to American Banker's annual survey of bank reputations. "Anthony Johndrow, a managing partner at Reputation Institute, says that 2014 ‘might be the turning point for perceptions' of the banking industry," Overall, the industry's reputation rating moved into the "average" category for the first time in several years. Call Report in the Spotlight this Week

GBA hosted its annual Call Reporting Seminar this week, and regulators requested comments on proposed revisions to the risk-weighted assets portion of Schedule RC-R, Regulatory Capital. Our seminar provided hands-on training for bankers about each section of the call report and updates on the types of information required. The proposed changes to Schedule RC-R, Part II, Risk Weighted Assets, deal with the revised regulatory capital rules approved by the banking agencies in July 2013. Comments for the proposals are due by Aug. 22.


Overdraft Rule from CFPB Likely Not Coming Soon

A year after the release of a white paper that summarized its initial findings from an analysis of overdraft practices used in nine large banks, the Consumer Financial Protection Bureau (CFPB) has changed the date for further pre-rule activities on overdraft programs to February 2015, according to its Spring 2014 rulemaking agenda. More Banks Buying BOLI Policies

An article in American Banker this week chronicles how many smaller banks have begun to buy Bank Owned Life Insurance (BOLI) Policies. The policies are seen by many as a way to fund employee benefit programs or deferred compensation programs, counter tight interest margins and realize higher yields than other investments. Banks with less than $10 billion have increased their BOLI holdings by 31 percent since the end of 2009 and now hold nearly $26 billion, according to FDIC data, the article says. The article covers the steps banks must take when buying the policies, and outlines the risks as well as benefits. Here's a link to the article (subscription may be required). Cybersecurity Resource Available from FFIEC

We've reported about how cybersecurity has been a priority issue in our recent discussions with Georgia's U.S. Congressional delegation as well as FDIC and OCC leadership. So, there's a new resource for cybersecurity we want to be sure and share. The Federal Financial Institutions Examination Council (FFIEC) has launched a Web page on cybersecurity ( Web page is a central repository for current and future FFIEC-related materials on cybersecurity. "The launch of this Web page coincides with a pilot program at more than 500 community institutions, to be conducted by state and federal regulators, which will be completed during regularly scheduled examinations," the news release says. "Information from the pilot effort will assist regulators in assessing how community financial institutions manage cybersecurity and their preparedness to mitigate increasing cyber risks."
